Clearly the city he refers to is not the suburbs because the odds are in favor of the suburbs. He's referring to Detroit city proper which has been infamously down and out for the last 50 years since it became overwhelmingly majority Black population. He implies that the whole city like the Tigers has beat the long odds against . This is also implicit recognition that Detroit has been down and out because of objective odds against it; not because of some inherent shortcomings of Black People . It's an implicit recognition that Detroit has been oppressed by racism, not inferior because it's so Black. All hail the New Generation like Mr. Benetti !
